161 civil servants, including 30 women, from more than 37 public and local government institutions successfully completed six months of training in English, computer software and management skills in Taluqan, the capital of Takhar province in northern Afghanistan.
The training was conducted by the Independent Administrative Reform and Civil Services Commission (IARCSC) of Takhar, at a cost of around AFN 2.5 million. The goal of the course was to help civil servants use office software, communicate effectively in English and enhance operational skills in civil service management. Participants included employees of the provincial governor’s office and various other local government departments.
Addressing the closing ceremony, Farid Zaki, Deputy Acting Governor of Takhar, said, “These courses are important for our civil servants. This will ensure better service delivery to people in the province, thereby boosting good governance.”
The implementation of this project was approved by the Takhar Provincial Development Committee (PDC). The basic training program was managed by IARCSC Takhar and supported by the German government’s Regional Capacity Development (RCD) program in Takhar.
As part of Germany’s cooperation with Afghanistan, the RCD program is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. In six provinces in northern Afghanistan, the program supports its partners’ development priorities in the provinces and districts, while at the same time providing training and coaching programs for civil servants. With its broad range of activities, the RCD program aims at increasing Afghan ownership of the development process, strengthening state institutions and promoting transparency and inclusiveness.
