The Ministry of Finance (MOF) and the Independent Administrative Reform and Civil Service Commission (IARCSC) launched a $350 million Capacity Building for Results (CBR) program on 22nd May 2012 in Marmarin palace, financed by the multi-donor Afghanistan Reconstruction Trust Fund (ARFT).
Dr. Hazrat Omar Zakhilwal Minister of Finance, Mr. Farooq Wardak Minister of Education, Mr. Abdul Hadi Arghandiwal, Dr. Ahmad Mushahid Chairman, deputy ministers of several ministryIARCSC and other officials participated in the meeting.
The Ministry of Finance and the World Bank as the ARTF Administrator have signed a grant agreement for the tranche of $100m financing for the Program.
CBR is a 5 year program that intends to improve the capacity and performance of line ministries in carrying out their mandates and delivering services to the Afghan people. This will be achieved through the implementation of specific capacity and institutional reform programs, which include systematic monitoring of progress of the capacity and performance improvement.
The project has taken into account the competitive advantage of the two government institutions MOF and IARCSC and the project implementation will be facilitated and these entities will work closely to support the ministries for their improved capacity and performance capable to implement government policies effectively and efficiently and produce the required results expected by Afghans.
Ministries receive support to reform in return for results on restructuring, improved budget execution and simplified business processes, improved staff capacity, and improve service standards.
“The CBR is an ambitious program designed to meet one of the most essential elements of transition – having the necessary processes and people within Government to deliver services to the people of Afghanistan”, said HE Dr. Omar Zakhilwal, Minister of Finance. “Government has driven the design of this program over the last year to meet the vision it has for its people.”
The CBR facility is a unique program based on results, line ministries will receive funding to recruit, pay and manage skilled national staff who will be part of the line ministry’s civil service. A feature of CBR will be the creation of a senior civil service cadre, along with the training of several hundred management interns, to become future civil service managers.
“CBR will build upon the on-going public administration reform activities, significantly strengthening and institutionalizing managerial and professional capacity in the civil service. Gradually, it will be critical to reduce dependence upon external technical support.” said Dr Ahmad Mushahid, Chairman, IARCSC. “I am particularly proud of introducing an innovative internship program that will develop and support new, skilled managers for our civil service though a targeted training and rotation process over their first 2 years in the civil service.”
Dr. Farooq Wadak minister of education pointed out an important step for reform and asked the organization to fitful this program after great consideration.
This project would build the foundation for creating sound legal framework for management and development of civil service cadre system, with the pre-requisite legal responsibility and immunities of civil servants which is the basis of an impartial civil service sector.
Previous public administration and capacity building programs have made important strides forward, however, it is widely understood that much more is needed; and that public administration capacity building must be demand-driven, led by ministries and must be focused on deliverable results.
